The people’s palace is first and foremost a place of exaggerated possibility.

A space of chance encounters and creative potential.

Unlike many public buildings, it is not interested in reinforcing its own permanence through an architectural solidity, but instead embodies the transience of experience within the community.

It is both open and closed at once, adapting to the changing seasons - expanding or contracting with the needs of its people.

It does not imply a prescribed mode of inhabitation; it hovers just above the city surface, waiting for its people.
